Introduction

INTRODUCTION.

1. The Civil Defence Department was established in Pakistan in the year of 1951, and the Government of Pakistan is Signatory of (ICDO) International Civil Defence Organization which Headquarter established in “Geneva”, since that time every year the day of 01^st,March, is Celebrating as ”Civil Defence International Day”. The Civil Defence Department is working under the umbrella of Federal , Provincial Government  and the District Government. The Directorate Civil Defence is an attached Department of Home Department Government of Sindh. This department is performing in Peace time effectively If! the Government declare any Emergency / War this Department officers/officials and the warden Service Organization shall be perform in other way to Moral High Citizens of Pakistan, before that time it should be prepared with the Modernized Technology / equipment and Skills to win the War, This is an uniform Personnel department therefor, its called “FORTH FORCE” of “Islamic Republic of Pakistan”.

 The Civil Defence Officers/Officials have been provide the following Services.

• Technical assistance of Fire Safety arrangements and Trainings as well.

2   INSPECTION

The Civil Defence Officers / Officials  have  been  providing  the Technical assistance of

      Fire prevention after Physical inspection to the industrial & Commercial undertaking Government, Semi Government offices Hotels, Restaurant, Workshops, Warehouse/ Godowns, Shops, Petrol Pumps Depots,Dump and the High-rise building unde rules (07,9,12 &18) of Civil Defence (Special Powers) Rules-1951,Act-XXXI-1952, Civil Defence Fire order 1987 and the latest Code Building Code of Pakistan-2016 (Fire Safety Provision) which is implementing to the hole of Pakistan at once since it`s publication.

• Inspection and Court matter Procedure.

The any Government officer shall be visit  

1. The Proprietor/Occupier/Director/C.E.O shall be written a letter to the Additional Controller for Registration the premises in the list of Civil Defence District office.
2. The Additional/Deputy Controller will be visit to the said location for Physical inspection of the premises He / She also can be make surprise visit.
3. He / She will check the building site plan its approved or not by the concerned Civil Defence district office.
4. If the Civil Defence (Fire Safety) measures not exist under Civil Defence (Special Power) rules-1951 ibid Act-1952, the Additional Controller Shall be provide guideline to the applicant.
5. The Proprietor / Occupier / Director / Manager and any other person who is authorized to implement the government order he/she comply the ”Technical assistance report” with-in stipulated time given in the Report, otherwise the Additional controller can be visit to premises or send a letter / Reminder to the management to carried-out the inspection to implement the report.
6. The Additional Controller will issue the “Show Cause Notice” for seven days and the ”Final Show Cause Notice“ for three days after passing the given time in the Final Show Cause the Case is mature for Chillan which shall be send in the Court of Law for further Legal proceeding.

7. The proprietor /occupier/Director/C.E.O who is responsible to take decision to comply the government orders if! he/she is fail to implement in the premises under the Civil Defence (Special Power) rules-1951 ibid Act-1952 , Rule he / she is responsible and punishable with imprisonment for term which may extend to three years or with Fine or with both.

3       TECHNICAL TRAININGS.

The Civil Defence instructional Staff/instructors is provide Technical Trainings to  the employees of Government, Semi Government Office, Schools, Collages, Hospitals, Offices, industrial and Commercial establishments etc, to Safe Property and Safe precious human lives in Case of any incident  timely and affectively to minimize the losses.

• We are providing following Trainings:-

1. Training of Fire Fighting.
2. First Aid / Casualty.

• Rescue (Emergency Methods).

1. Emergency preparedness
2. Earthquake awareness.

The Additional Controller issued  Training Certificate to the Qualified Trainee Executive Staff and the workers who got trained /Qualified any above Training.
